dc.descriptionNa Administração Pública o discurso político é presente em todos os momentos. Ele serve desde a implementação de políticas públicas como também para a elaboração da estratégia organizacional se misturando ao discurso estratégico. Contudo, o modelo de administração pública empregado em diversos países, dentre eles o Brasil, evita a compreensão da política como um composto gerencial. Por meio da New Public Management (NPM) ocorre uma visão de mundo baseada no gerencialismo, caracterizando a gestão pública tal qual uma empresa. Existe um distanciamento da função pública de sua função principal em servir ao cidadão alimenta uma burocratização radical do serviço público, precarizando o mesmo. Observar esses aspectos exige uma abordagem crítica, enxergando a presença de concepções neoliberais e capitalistas dentro deste viés, relegando ao administrador público, normalmente um político eleito, a função de gerenciar a Administração Pública com este pensamento. Portanto, analisar criticamente o discurso político e seus elementos de constituição - ideologia, hegemonia e poder - serve como forma de observar a presença da ideologia gerencialista na Administração Pública, legitimando assim a estratégia em toda organização destes modelos neoliberais. Portanto, o objetivo geral desta dissertação é identificar como o discurso político legítima a estratégia de base gerencialista, foco da NPM, ao observar e identificar as práticas discursivas oriundas da ideologia, hegemonia e das relações de poder. Para alcançar tal objetivo foram realizadas análises de discursos públicos proferidos pelo prefeito, vice-prefeita e secretários da prefeitura de Caxias do Sul. Essas análises ocorreram após a transcrição dos discursos, baseando-se na abordagem Critical Discourse Analysis (CDA). Como resultado, foi identificado que a ideologia gerencialista, apesar de caracterizada independente está mesclada com a própria ideologia neoliberal presente no discurso hegemônico da sociedade capitalista, diferentemente daquilo que a literatura sobre o tema apresentava. Outro achado está relacionado ao objetivo geral da pesquisa, relacionando-se à legitimação da estratégia de cunho gerencialista. Essa legitimação ocorre através da dos atores sociais executores das práticas discursivas, se utilizando da política para tal. Entretanto, apesar da aceitação, adoção e compreensão das práticas estratégicas, essas carregam consigo um status sem significante, diante da profusão de ideologias trazidas de outros discursos para dentro dos discursos estratégicos. Tais achados podem auxiliarem gestores públicos na condução de seus discursos, evitando a mistura de outros discursos com ideologias antagônicas, promovendo a legitimação estratégica de maneira a engajar, não somente servidores públicos, mas também a sociedade na construção de uma administração pública mais justa e com oportunidades para todos. dc.description.abstractIn Public Administration, political discourse is always present. It serves from the implementation of public policies as well as the elaboration of organizational strategy mixing with the strategic discourse. However, the public administration model used in several countries, including Brazil, prevents the understanding of politics as a management compound. Through the New Public Management (NPM) there is a world view based on managerialism, characterizing public management as a company. There is a distancing of the public service from its main function in serving the citizen, which feeds a radical bureaucratization of the public service, making it precarious. Observing these aspects requires a critical approach, seeing the presence of neoliberal and capitalist conceptions within this bias, relegating to the public administrator, normally an elected politician, the function of managing the Public Administration with this thought. Therefore, critically analyzing the political discourse and its constitutive elements - ideology, hegemony and power - serves as a way of observing the presence of managerial ideology in Public Administration, thus legitimizing the strategy in every organization of these neoliberal models. Therefore, the general objective of this dissertation is to identify how the political discourse legitimates the managerialist-based strategy, the focus of NPM, by observing and identifying the discursive practices arising from ideology, hegemony, and power relations. To achieve this objective, analyzes of public speeches given by the mayor, deputy mayor and secretaries of the city hall of Caxias do Sul were carried out. These analyzes took place after the transcription of the speeches, based on the Critical Discourse Analysis (CDA) approach. As a result, it was identified that the managerial ideology, despite being characterized as independent, is mixed with the neoliberal ideology itself present in the hegemonic discourse of capitalist society, unlike what the literature on the subject presented. Another finding is related to the general objective of the research, relating to the legitimization of the managerial strategy. This legitimation occurs through the social actors who execute the discursive practices, using politics to do so. However, despite the acceptance, adoption and understanding of strategic practices, these carry with them a status without a signifier, given the profusion of ideologies brought from other discourses into strategic discourses. Such findings can help public managers in the conduct of their speeches, avoiding the mixture of other speeches with antagonistic ideologies, promoting strategic legitimation to engage not only public servants, but also the whole society in the construction of a fairer and fairer public administration. with opportunities for everyone.
