O papel dos planos diretores na busca pela garantia da qualidade de vida

Abstract

The present study is about the urban development plans, as instmments of urban policy and a means to guaTantee the quality of life in urban areas. After presenting the evolution and de principies of the Brazilian Enviromnental Law, some aspects of the quality of life found in Brazilian Constitution are stated as well as their relation to an ecologically balanced environment. The second part deals with the evolution o f th1e right to property up to the present date, in addition to an analysis o f the social role o f the propetty as a limitation on the exercise o f this right. Issues concerning urban rights and urban developmt:mt plans are approached as a way to ensure healthy quality of life for urban area citizens. Moreover, the urban development plans of Caxias do Sul are analysed to verify whether this instrument complies with the enviromnental and urban guidelines (regulations) that have been studied so far.
