O presente Trabalho de Conclusão de Curso em Serviço Social versa sobre a relação entre gênero, habitação e Serviço Social. A questão colocada como problemática de pesquisa é: Como os marcos normativos e o desenho institucional da habitação de interesse social (com foco no Programa Minha Casa Minha Vida) consideram as mulheres chefes de família de baixa renda e quais barreiras a literatura aponta na efetivação do acesso ao direito à moradia para elas?, objetivando compreender, a partir de uma perspectiva crítica, como a política habitacional de interesse social incorpora (ou não) o recorte de gênero no atendimento às necessidades de moradia de mulheres chefes de família de baixa renda, evidenciando contradições entre a garantia formal do direito e efetivação de seu acesso, e discutindo as contribuições do Serviço Social para tal efetivação. Para tanto, utilizou-se a teoria social crítica por meio do método dialético crítico, com destaque para as categorias historicidade, totalidade e contradição. Utilizou-se, como procedimento metodológico, a pesquisa documental e a bibliográfica. Nos resultados e discussões, inicialmente, buscou-se sistematizar elementos históricos e institucionais essenciais da política habitacional de interesse social no Brasil, para, posteriormente, mapear e analisar marcos normativos e programáticos selecionados que estruturam a política habitacional (no recorte escolhido) e sua abordagem (ou ausência) do recorte de gênero. A trajetória da presente pesquisa evidenciou que, embora haja avanços normativos importantes, a incorporação da perspectiva de gênero na política habitacional brasileira permanece limitada. Em geral, as mulheres são tratadas como critério de priorização administrativa, especialmente no que se refere à titularidade da propriedade, sem que haja um enfrentamento efetivo das desigualdades estruturais que condicionam seu acesso à moradia. Identificou-se, ainda, que barreiras como localização periférica dos empreendimentos, insuficiência de infraestrutura urbana, sobrecarga do trabalho de cuidado, dificuldades de mobilidade, baixa renda, inadimplência e insegurança jurídica da posse limitam a conversão da titularidade formal em permanência efetiva e digna na moradia. Como desafios e possibilidades no contexto atual, evidenciam-se a incorporação da perspectiva de gênero ao exercício profissional como instrumental analítico e compromisso ético, alinhado ao projeto ético-político da profissão; a construção de mediações, por meio do trabalho em rede do Serviço Social, entre política pública, território, rede de proteção social e sujeitos de direitos; e a atuação profissional no interior das políticas públicas em direção emancipadora, desde que sustentada por condições institucionais adequadas, políticas públicas integradas e financiamento suficiente. Resumo
This undergraduate thesis in Social Work addresses the relationship between gender, housing, and Social Work. The research problem posed is: How do the regulatory frameworks and institutional design of social-interest housing (with a focus on the Minha Casa Minha Vida Program) account for low-income female heads of household, and what barriers does the literature identify in the realization of their right to housing? The objective is to understand, from a critical perspective, how social-interest housing policy incorporates (or fails to incorporate) a gender lens in addressing the housing needs of low-income female heads of household, highlighting the contradictions between the formal guarantee of this right and its effective access, and discussing the contributions of Social Work toward that realization. To this end, critical social theory was employed through the critical dialectical method, with emphasis on the categories of historicity, totality, and contradiction. Documentary and bibliographic research were used as methodological procedures. In the results and discussion section, the study first sought to systematize key historical and institutional elements of social-interest housing policy in Brazil, and subsequently to map and analyze selected normative and programmatic frameworks that structure housing policy (within the chosen scope) and their approach to - or absence of - a gender perspective. The research trajectory revealed that, despite significant normative advances, the incorporation of a gender perspective into Brazilian housing policy remains limited. In general, women are treated as an administrative prioritization criterion, particularly regarding property ownership, without any effective confrontation of the structural inequalities that shape their access to housing. The study also identified that barriers such as the peripheral location of housing developments, insufficient urban infrastructure, the burden of care work, mobility difficulties, low income, default on payments, and legal insecurity of tenure limit the conversion of formal ownership into effective and dignified housing permanence. Among the challenges and possibilities in the current context, the study highlights: the incorporation of a gender perspective into professional practice as both an analytical tool and an ethical commitment, aligned with the profession's ethical-political project; the construction of mediations, through Social Work's networked practice, between public policy, territory, the social protection network, and rights-bearing subjects; and professional action within public policies oriented toward emancipation, provided it is sustained by adequate institutional conditions, integrated public policies, and sufficient funding.
