dc.descriptionA história da infância e da adolescência institucionalizada no Brasil transita como objeto de estudo em diferentes contextos em razão de que há muito o que ser desmistificado, desmembrado e revisitado. Do período da Roda dos Expostos até hoje, perpassando pela doutrina da situação irregular até a doutrina da proteção integral, vigente a Constituição Federal de 1988 e o Estatuto da Criança e do Adolescente – ECA de 1990, mudanças ocorreram na forma de condução das instituições e na escolha de profissionais para atuarem com esse segmento da população, finalmente priorizando-se as pessoas da área social, notadamente que se envolvem com educação social e educação popular, a exemplo do município de Caxias do Sul/RS. Apesar disso, os quase trinta anos que se passaram desde o ECA não se desfizeram completamente dos resquícios de períodos autoritários e segregadores. A nível de contexto histórico, dedicou-se um capítulo para investigar os serviços de acolhimento no município de Caxias do Sul/RS, perpassando a COMAI e a FAS, por meio de informações contidas no Arquivo Público Municipal e em matérias de jornais que circulavam pela cidade e pela região na época, atravessando internatos e abrigos e, posteriormente, visualizando novas perspectivas de acolhimento. A partir desse contexto histórico, buscou-se, diante de pesquisa exploratória, por meio de levantamento de dados bibliográficos aliados aos caminhos etnográficos vivenciados em um serviço de acolhimento da cidade de Caxias do Sul/RS, identificar evidências da educação social na perspectiva freireana de autonomia de adolescentes que vivem na instituição, analisando-se o cotidiano tanto na perspectiva de adolescentes quanto na de profissionais da educação social. Visualiza-se que, apesar das (in)definições sobre o papel de profissional da educação social, a possibilidade de utilização da pedagogia social como estratégia e como epistemologia da esperança no território institucional é lutar pelas garantias de que adolescentes em medida protetiva recebam um atendimento digno, de pessoas com olhar crítico, ao mesmo tempo cuidadoso, afetivo e acolhedor e que auxiliem na construção de sua autonomia, superando barreiras institucionais.pt_BR
dc.description.abstracthe history of institutionalized childhood and adolescence in Brazil transits as an object of study in different contexts because there is much to be demystified, dismembered and revisited. From the period of the Wheel of the Exposed to the present, going through the doctrine of the irregular situation until the doctrine of integral protection, in force in the Federal Constitution of 1988 and the Statute of the Child and Adolescent - ECA of 1990, changes occurred in the way of conducting the institutions and in the choice of professionals to work with this segment of the population, finally giving priority to people from the social area, notably those involved in social education and popular education, such as the city of Caxias do Sul/RS. In spite of this, the almost thirty years that have passed since ECA have not completely removed the remnants of authoritarian and segregating periods. In terms of historical context, a chapter was devoted to investigating the reception services in the municipality of Caxias do Sul/RS, going through COMAI and FAS, through information contained in the Municipal Public Archive and in newspaper articles that circulated in the city. city and region at the time, crossing boarding schools and shelters and, subsequently, visualizing new perspectives of reception. From this historical context, it was sought, in the face of exploratory research, through the collection of bibliographic data combined with the ethnographic paths experienced in a welcoming service in the city of Caxias do Sul / RS, to identify evidence of social education in the Freirean perspective of autonomy of adolescents living in the institution, analyzing daily life both from the perspective of adolescents and from social education professionals. It can be seen that, despite the (in) definitions about the role of a professional in social education, the possibility of using social pedagogy as a strategy and as an epistemology of hope in the institutional territory is to fight for the guarantees that adolescents in protective measures receive care worthy, of people with a critical eye, at the same time careful, affective and welcoming and who help in the construction of their autonomy, overcoming institutional barriers.en
