As atribuições municipais para o manejo dos animais em situação de rua

Abstract

This work aims to reflect on the municipal attributions for the management of stray animals especially regarding the Municipality of Canela, making a brief passage through the history of the human-animal relationship and how this relationship evolved, until we get to today. Therefore, the study addresses conceptions of Animal Rights and speciesism, in addition to, mostly, the general and specific legislation in force for the subject. This work does not address the criminal sphere with regard to abandonment and mistreatment of animals, but demonstrates the importance of not being indifferent to the difficulties experienced daily on the streets by non-human animals. In addition, the attributions of the Federative Entities will be presented, from the Union, through the States and the Federal District, to the Municipalities, entities that can legislate more specifically to the local reality and work more efficiently with regard to stray animals. In addition, it will be demonstrated whether the Municipality of Canela fulfills its attributions, comparing Canela with the reference municipality (Conselheiro Lafaiete/MG) and having as a methodological basis the use of books, scientific articles, dissertations and materials already published on the subject that had good repercussion.
